An interesting phenomenon is emerging in certain western democracies. It is a growing movement of what I describe as mainstream grass-roots people, who are now prepared to step up and play an active role in pushing to make a difference. Section 232 of the Local Government Act 1993 asks ‘What is the role of a Councillor?’ Well according to the Act, the answer is, to represent the best interests of the residents and ratepayers, to provide leadership and guidance to the community and to facilitate communication between the community and the Council.
